Creates a new transaction object with the provided parameters.
Parameters
- signerId: string
  The NEAR account ID of the transaction signer.
- publicKey: PublicKey
  The public key associated with the signer.
- receiverId: string
  The NEAR account ID of the transaction receiver.
- nonce: string | number | bigint
  The nonce value for the transaction, represented as a BN, string, or number.
- actions: Action[]
  An array of transaction actions to be performed.
- blockHash: Uint8Array
  The hash of the block where the transaction will be included.
Returns Transaction
A new transaction object initialized with the provided parameters.
